"Roaches, roaches everywhere..."

Does anyone know of any way for people who keep their apartments VERY CLEAN to prevent gargantuan-sized cockroach infestations from neighbouring units from invading over into the former's leased-space. Anyone?

Mother used to live in Houston, You can use roach houses; Boric Acid mixed with sugar will attract and kill them. Get rid of all paper bags, they are attracted to the glue on the paper bags.

Boric acid does kill them. If you have issues with them coming in the walls then you need to seal that up well. Outdoor screens on your vents.
The Sonic repellent things work well sometimes, but in many cases it causes things that are around to come out of hiding as they freak out.
If you were really aggressive you could get some Cypermethrin and poor / spray it around the common areas at your place.

Thanks for the suggestions. I'll be happy to try ANYTHING, given the unusually large size of this year's crop of "palmetto bugs" (as the politically-correct call cockroaches)--the big three-and-a-half-inch-long flying variety. It really feels like I'm fighting uphill against a guerilla insurgency; I kill many of 'em and initially appear to be winning the battle, but war ensues because more just pour right in from other nearby roach-friendly apartments. It doesn't help that the management still hasn't fixed the gaping hole above my shower stall where the ceiling partially collapsed from the pipe leak of the bathtub of the tenant upstairs...

Call the Department of Health and Human Services.

Then, get an estimate from an exterminator and give a copy to Mr. Vanegas or whatever his name is. Tell him it has to be taken care of, or you'll sue him and find another place to live (I'm sure you're one of the few people that pays rent on time every month).
