Take a look at these pictures of mutants. I could easily place all of these pictures to within 5-10 years ago.
Ok, now these are only a small fraction of documented mutant animals. Severely disfigured animals born of massive genetic irregularity. How many times does this happen undocumented within a 10 year span?
Now, multiply that by a few billion years.
Now you understand evolution. What if the extra fins on Mr Dolphin gave him extra speed or manuverability in warmer waters... then the oceans warmed slighty.
Multiply by a few generations and you have a new species of dolphin
