Off and on. Sometimes weird things happen two or three times in one month, and then everything's calm for awhile.

Not always, butt stuff usually happens around holidays and stuff. As far as I know, you're probably don't celebrate Earth holidays anyway, so it would probably still seem pretty random to you.
