This was like Global first denying a devotion I had outright because I didn't include that it couldn't be used while prone or in cover, and when I went and reapped including those things, they said "oh that wasn't the reason...you're getting rid of the fear of bullets for vampires."

Then, with the help of khourytamarisk the following reply was put out.

"At the same time...Bullets are, by far, the most ineffectual way for any supernatural, or non-supernatural, to eliminate a vampire. Any supernatural or non-supernatural (that is also not a vampire) that does their research will eventually learn (potentially the hard way) that bullets are mostly ineffectual when used upon vampires. The only way bullets are effective against vampires is when the challenge is narrated. Between armor, Celerity, and the relatively low rates of fire for most firearm templates used in the Camarilla sanctioned Global chronicle, there's no reason to use bullets as the primary method of attacking a vampire.

Therefore, it seems to me that a devotion that allows a vampire to use a full Dodge action for only firearms tests is keeping in line with the theme that 'bullets don't work on vampires' and that 'vampires are preternaturally fast.' It is, in reality, mostly a flavor devotion, and, at worst, when it comes down to non-supernatural antagonists will only really apply against NPC hunters and the like that don't know exactly with what, exactly, they are dealing.

In an informal poll, when asked what players felt about Bullets, I was told that Battle Axes, Stakes, Moltov Cocktails, A lighter and an aersol can, were all more effective then bullets.

This does not affect arrows (a flaming arrow, in my mind, is more potential damage then a bullet), molitov cocktails, throw sharp weapons, battle axes, explosives, anvils falling from the sky, acidic llama spit, or someone creating a stake launcher that looks like a shotgun but fires stakes...

If the Global Staff is worried about the character in possible cross venue settings, I would be willing to add that against Non-Supernatural PC's (normal mortals), for some reason the devotion does not work. If this is added though, I would like it dropped down to Celerity 3, for a lesser learning cost. It can be said that the devotion was created to be more focused on the weapons in the hands of supernaturals then of normal mortals , even though I feel that in the words expressed above, that Bullets are not the best means for non supernatural antagonists to retaliate.

After that the devotion got approved, I just had to add Quicken Sight to it.
