Until you have a place of your own, Unohana-san's clinic and the halfway house run by Riku-san are good choices to stay at. Don't go wandering into the inner city or into the wastelands, unless you want to risk being attacked or changed somehow.

There's no real conditions for it. You just find a place that nobody else has claimed yet, or build your own. Only a part of the city has power and running water, though, so it might be tough to find one of those that's free.
