DUTIES & RESPONSIBILITIES:

The primary purpose of this position is to provide support for the enhancement and implementation of Operations Center, the state’s crisis management software, specialized database and internet based communication system for use in disaster response and recovery operations throughout the state. This position is responsible for the coordination of a statewide approach to utilizing and implementing the Operations Center, with the current and future system infrastructure to facilitate data sharing and interoperable communications network for Oregon’s 36 counties and the state’s Oregon Emergency Response agencies.

DUTIES AND RESPONSIBLITIES

Software and Data System Administration and Configuration: Responsible for reviewing and recommending the necessary tools that will be utilized in the upgrade and maintenance of the State Operations Center system.  Responsible for software installation and modifications to ensure compatibility with multiple applications and operating system environments. Review workload, workflow, and capacity to ensure system integrity and coordinate system enhancements to resolve issues affecting performance for multiple agencies. Work with a diverse group of customers and vendors to enhance the automation capabilities of the system and coordinate changes with other systems and users. This position is the primary point-of-contact for access, user performance, and interface for diverse users throughout the state. Determine system needs for projected increases in capabilities, determine opportunities for sharing and access to data of statewide data and systems, and troubleshoot software and database problems with users and vendors. Coordinate with the appropriate staff to make recommendations on performance, enhancements, security standards, and future needs. Manage database definitions and program control for database definitions, dictionary, and compatibility and consistency with other programs. Consider costs, specifications, and organizational policies needed for expansion.  Work with Oregon Emergency Response System (OERS) staff to ensure system functionality and build enhancements.

System Integration, Data Sharing, and Communication: Work with state, county, tribal, and local jurisdictions to identify system needs and infrastructure required to link state and local systems for data sharing. Identify and coordinate with state agencies’ system needs and data compatibility to enhance the sharing of information. Work with network staff at all levels to open infrastructure and coordinate the function of data sharing. Analyze and identify opportunities for system integration. Work with staff to diagnose, tune, and maintain database functionality.

System Training and Customer Assistance: Work with staff to create and deliver training to stakeholders throughout the State. Work with customers in person and over the phone to identify problems and provide basic assistance and support.

Jurisdiction Coordination of System Installation: Work with county and state agencies to coordinate the implementation of local systems and statewide approaches to ensure consistency. Monitor performance and applicability between state, county, tribal, and local organizations. Works with vendors to develop and enhance system functionality to utilize tools that are available. Responsible for continual review and recommendation of the statewide Operations Center software to be utilized by the emergency management community.

Develop written plans, strategies, policies, and procedures that clearly identify the capabilities and coordinated implementation approach.  Maintain and enhance the current user’s manuals and system documentation. Review and test new upgrades and enhancements to the system.
