Borrowed a hacksaw and rivet gun from the folks and did some chopping, drilling and thunking. The downpipe now works, although the brackets still need repairing and the connection to the storm drain will have to be reworked. Still, for light rain it works OK, as at the moment it simply dumps onto gravel which runs off into the same drain anyway.
Not to mention that I learned a bit from attempting to copy the existing professional angles in the pipe. My end results weren't 100% as pretty, but they're functional and look OK from five feet away. Trying to achieve the exact same results with a nonpowered hacksaw on fairly sturdy steel would have taken me days of delicate sawing at odd angles, so I'm fairly happy with what came out of it. If nothing else, it'll hold until I get irritated enough to have the entire thing redone professionally.
