I read somewhere he's got other commitments that prevent him appearing in S2, but they're hoping to get him back for S3.

I dunno. Sometimes they oversimplify this sort of thing in the mainstream media. It could be that the writer's just too lazy to be specific about Mickey's role.

It says it's set in a modern day school. Mickey could be a "sidekick" while still not wanting to travel through time and space with the Doctor.
