Shortly after the fair Will began taking notes on Jon's schedule. Will's done this sort of thing before, so he knows how to surveil and not get caught. When not stalking Jon he worked on a domino-sized version of the time accelerator. A tiny naquata generator powers it.
One of Will's few henchmen* snuck the domino-sized device into Jon's tent. It's attached to his cot or somesuch and well hidden. In this case a henchwoman did the sneaking in exchange for an electric blanket. Will built a solar panel and battery to power it.
As for the device's effect on Jon, I'll leave that up to lost_mckay. I was thinking that it accelerates time 100-fold. So if Jon slept for 8 hours with the device on him, he aged 33 days. I suppose that means his beard, hair, and nails grew, too. Whatever you decide, Jenn. It's also up to you if the effects are permanent. *cackles*
* At this point people who'll do less than honest things for Will in exchange for payment. No formal arrangements yet. :)
