See? God isn't COMPLETELY heartless! He stepped in just before it all became too much for Gabriel.

Raphael has been losing control himself, picking petty fights and such. He does better in Heaven than Gabriel does, though, so separating them like this will do them both some good.

This isn't the first time Gabriel has wished for something more with Raphael: in a much earlier chapter, before Sammael became Lucifer, Gabriel told Michael that he hates Raphael and he hates that he hates him. However, you're right, this is a very rare admission from Gabriel that he tried to behave and he does love his twin.

Gabriel has been given permission to go, but he's not ready to. Not yet. But soon.
