Well crap.

I’ve been thinking lately about my work situation and my inability to move up.

I am afraid I have become, instead of a leader, a person that stands behind whoever is in charge and says, “I could do that better.”

Somehow, I have to get past that and become the person I really want to be.

Where to start?

First off, I hope I don't come across as preachy as I'm certainly not one (given my recent job searching circus) to give great advice on this ( ... )

If you can do something better, find a small-scale example and just go out and prove it. Enough such examples tend to lead to advancement... assuming your methods actually ARE better, or are acceptable to the Powers that Be as better, which is not always the same thing.

In one job, I re-organized the entire filing system. I was the only one who was ever routinely expected to use this system, not to mention the only one in the office ever, and it hadn't been touched or kept up for at least six months before I got there, so there likely would have been changes even if I'd just stuck the backlog into the dysfunctional system. Nonetheless, they weren't too happy when I re-organized it, even though it meant I could answer their questions about old clients almost instantly, and they could have learned the new system (which was not radically different) pretty easily.
