[Dias did not have a good time at the Smith's party. At all. Billy forced him to cut off at least two feet of his hair, and then compelled him to set fire to the rest(although he put that out rather quickly, so it's only a bit singed). Considering what happened to some people at the party, most would say that Dias got off pretty damn lightly. And in an objective sense, even Dias knows that to be true; he's got enough imagination to picture what Billy could have ordered him to do with those scissors, after all.

But judging by the fact that Dias has been sitting up all night, or by the fact that he's barely spoken two words since he collected Celes and they left the party, maybe he didn't get off lightly at all.
