It's a sign, he thinks, but doesn't say out loud. Before that moment, Maxxie thought that maybe Billy would stay with Tony, that Teddy showing up would make things awkward but not impossible. Whether that would have been for the best or not, for everyone involved, Maxxie couldn't have said. But he had thought that things could fall out that way. Instead, that admission's like a death sentence to Tony's relationship, and they both know it.
After his encounter with Teddy on the boardwalk, Tony shows up at Maxxie's door.

"Say that you were waiting for him, Billy. Just be fucking honest about it for once," Tony replies, allowing himself a brief flash of exasperation. "Say that you were sitting up there trying to figure out how you could end this gracefully after we've been together five months and he's been here five hours."
In the end, silence says enough.
