A ship needed a Captain. A Captain, on the other hand, did not always need to necessarily be in possession of a ship. Jack had been a prime example of that more times than he'd care to recall. But no matter how many times the Pearl had been pulled out from under him, he had always been adamant about the use of the title.
So, a ship needed a Captain, and a Captain needed a crew. Before he'd arrived on the Island, Jack's own crew had consisted of one mister Joshamee Gibb... and that was it. Quality over quantity, in the case of Gibbs; Jack couldn't have asked for a better first mate. He was as loyal as they came, and Jack almost felt bad about nearly getting the man hanged. Almost. Seeing as how he'd saved him from that very same near hanging, there wasn't much to feel bad for, in the end.
A Captain needed a crew, and with Jack Sparrow's former crew-of-one being unaccounted for for the unforeseeable future, he would see to it that he got a new one.
Those with pet monkeys or conspiratorial, traitorous parrots need not apply.
