It takes him almost ten minutes to write the names, his left hand, while capable in combat, is shit at writing, and the few times he lifts his broken right hand to steady it leave him redfaced and swearing, but Jason manages it. When he's finally done, the bulletin board bears three new names:

There's not a doubt in Bucky's mind as to who put his name there in the first place -- he's familiar enough with Jason's writing regardless, even if this looks particularly pained -- though who seconded his nomination is not as clear-cut. It doesn't matter. Much as Bucky appreciates the vote in confidence, he's a soldier, not a politician, and his position on the ITF already affords him the only type of leadership he'd ever be good at.
And so, not one for speeches -- he'll leave those to Steve, who did more than a fine job turning down his own nomination -- Bucky simply writes next to his own name, Declined.
