Jo was determined to win her bet with J.D. and had decided the best way to go about it was to put a notice up on the bulletin board. She couldn't really go around asking people their age and it would show J.D. she was serious about it. And knew exactly where his hat was so he could eat it later.
At least the rain made people less likely to go out, so perhaps more people would see the notice and answer it.

Afterwards, she stood back and admired her handiwork. Her writing was neat and it said all it needed to say, so she was pretty pleased with it.
