Angela had had enough of sitting idly by, doing nothing while the island where she was forced to live slid into moral decay. She was drawing a line in the sand. (It wasn't as though there was a shortage of that, either; this place was filthy in all kinds of ways.)
That line was outside the strip club. Metaphorically, seeing as how she planned to stop it from being built, but naked women in a lewd setting was definitely where her line was. Otherwise, she might as well have moved to Philly.
She was starting right at the top, too. Inside the Council office was too narrow an audience, so she was outside in the hallway, where she could find regular citizens to educate about the cause as well. She had a sign, though it was smaller than she would have liked (along with common decency, there was also a terrible lack of posterboard):
Clothing is NOT optional!
