Welsh figured this guy, whoever he was, would probably think that they were really desperate to catch the guy. Which ok, maybe the police department kinda was, and the bosses were ringing him and he was sayin' 'yes, sir' a whole lot, to the point where he's considering finding a parrot or a dictaphone to do it for him, but, at the end of the day, Welsh didn't do desperate.

So if this guy was just messing around with him, then he would not be pleased.

He was even less impressed when he saw that the guy was in cuffs. "You wanna talk? Talk," he ordered, without introducing himself. He didn't feel the need to show anything either.

That was all right: Leoben knew who he was. He recognized most of the detectives, whether or not they knew him, and he certainly knew the station head. What kind of seer would he be if he didn't? "Lieutenant Harding Welsh. It's nice to meet you," he offered with no particular feeling, tipping his head back to look up at the ever-so-imposing figure the man cut. "I'd like to be let out now."

He held up his cuffed hands and flashed a momentary smile. "I've always felt that it's harder to talk with these on. It distracts me. Clouds my memory." His cool eyes said everything he wasn't going to put into words between them: this wasn't an offering; it was an exchange.

"Tough," he replied, annoyed that that part was over so quick. Considering he looked annoyed to begin with, there was no difference in his expression. "You got nothing interesting for me, you got your whole prison sentence to adapt."

Leoben's eyes turned steelier in the face of what he saw as the lieutenant's reufsal to cooperate, but his face remained calm and his voice even. "Someone is freezing the people of your city to death," he murmured. "Someone is turning your fine citizens into ice cubes. I have seen what you're looking for, Lieutenant Welsh. I have seen what he is and what he wants."

And so he had, though he doubted the killer himself knew it. Leoben saw a lot of things that went on in this city, under everyone elses noses. It wasn't hard when you were a man of God. And when you knew what to look for.

"You there?" he asked, though he doubted it. 'I have seen' were never good words to use. 'Interesting' did not include visions. It happened to work for The Mountie once, though the 'seer' in question was just a normal guy, down in his luck, not like this guy, who seeped sinister.

"At the scene? No," Leoben admitted, canting his head to the side. "But I know who he is. I have seen him." He eyed Welsh's expression for a moment, then added, with the barest hint of a smirk: "In person, if it eases your skeptical mind. And I know what he's after."

This wasn't a man who wanted to hear about visions. Very well, Leoben thought. He would see the way in his own time, and when his eyes were open he would regret not understanding sooner. If he had to deal in what the police called 'fact,' he could do that well enough. What he'd seen in the alley, the voice he heard, those were facts he was unlikely to forget any time soon.

"Uh, uh," Welsh nodded, unconvinced. "And that would be?"

Leoben stared at him, silent. He shifted slightly, his cuffs jingling pointedly as they brushed against the wooden arm of his chair. He was ready to bargain; no more.

"Sooner you tell me, the less of foul-smellin' mucus membrane you're gonna need," he replied. "Info's good, maybe I have a chat with ATF."

"Membrane?" he echoed, momentarily nonplussed. What did that have to do with anything? What was it? He had been threatened with torture before, oh, countless times, but torture with bad smells and goo? Leoben glanced around, looking at the faces of those who were trying to pretend they weren't watching them. In front of all these people? He wasn't talking about torture.

Shaking his head, he recovered and looked back at Welsh. "I'd like these handcuffs off first, Lieutenant. They're very uncomfortable. And I'd prefer to speak to you in private." He nodded to the room at large, and smirked inwardly at the sound of several people suddenly making themselves busier.

"Hmm, too bad you're not in charge here, huh?" Welsh grinned. Maybe if he had time to stew in a jail cell, he'd change his mind. Welsh didn't care about the people, it was their case too, most of them.

Stubborn, Leoben thought with a sigh. He had no doubt the man would learn his lesson soon enough. If he had to be patient, he would be patient. He settled back in the chair and closed his eyes. "You'll find one more body," he murmured, "maybe two. No more. But people will keep disappearing. And you won't find him, after that, no matter how hard you look."

He opened his eyes again, resting his hands complacently in his lap. "But take your time, by all means, Lieutenant. I'm in no hurry."

"Ok, that's good. Take him to the cells," he ordered a nearby uniform. "ATF will come along, pick him up shortly." Though that was mostly for Leoben's benefit. Maybe if he'd been talking to a detective, almost definitely if he'd been talking to the Mountie, they'd be inclined to play games, but Welsh was not the kind of man to put up with it.

Hmm. Harding Welsh was a tough man, and now Leoben had a decision to make: give up and hope for this so-called chat with ATF, or wait it out? He watched Welsh's face carefully as the uniform undid the cuff on the chair and pulled him to his feet; studied him as he was recuffed, pliant and calm but searching.

Whatever he saw, he seemed to make a decision. He shrugged, mouth quirking, and let the uniform lead him. "Let me know when the next one dies," he offered breezily. "I'll tell you how you could have stopped it."

"Yeah, yeah, sure," Welsh replied dismissively. Maybe he'd send a detective down to him, later. Maybe.

Leoben sighed inwardly, getting a little... not frustrated, he didn't get frustrated, but slightly annoyed, maybe. He wondered if he had made the right choice, waiting on Harding Welsh. He had thought the man would be like a bull, easy to lead, but he seemed to be turning out more like a mule, dangerously stubborn. And the charge was so minor that it didn't seem worth the battle, although really, he'd hoped the man would be weak enough to let him go right away.

Still, he could hardly turn around and tell the Lieutenant just what he'd seen in the alley, not after he'd already refused to. Rolling his eyes, he let himself be taken away. As the uniform pulled him past Welsh, he leaned closer and muttered: "He's looking for storage. I'll tell you that much. He ran out of places to put them."
