Because there's always someone who'll let you down, who'll want to report you, or who'll simply say the wrong thing in the wrong place. That's what they've got to lose.

You don't have to be planning to do something just because there's something here not being done that you think would make life easier for everyone involved. See? Now we're on a similar page. And some rules are just fine and dandy and seem to work at inception, but people and places change, they become no longer necessary.

I address the Inmate population because I am one, and because unlike the Wardens we haven't the freedom to just say something should change and then it is done.

But, having said that, you really can't expect anyone to really share with you what they want, because it'd be a matter of trust.

And I really don't expect anyone to trust anyone around here. Just being an inmate isn't really enough.
