It is possible, I will be made whole again.
It's not so much that "something was taken from me" when I was an infant, it's that PART OF ME was taken, and there are quite tangible physiological consequences because of it.
My glans is not supposed to be dry like a raisin, it's a mucous membrane with way more nerve endings than can thrive on an exposed head.
I should have realized this sooner, being into body modification, but it is possible to induce mitosis and grow the skin back to a reasonable facsimile of an intact foreskin. Apparently this causes the glans and inside foreskin to revert back to their mucous membrane status.
This will be a +2 shapeshifter skill I'm thinking
