I know very little about tenure in universities, but of course I'm familiar with it in public schools. I've seen both sides of it (the tenured teachers who are just counting the seconds until their retirement kicks in -- and those who give everything they have until they're forced to leave). Mostly, though, I see teachers who are dedicated to the wellfare of their students -- those who want to see education in this country improve. And I think the vast majority of teachers are underpaid.
