Hair removal on the NHS

I'm currently trying to get my PCT to fund genital hair removal, but without much luck . They have refused to fund it based on the notion that they have never been asked to fund it before. Regardless of all the legal arguments surrounding that, there's a couple of questions I wanted to ask:

Those who went along the NHS route, did you:

a) Need genital hair removal prior to surgery?
b) If so was it deemed necessary by the surgeon?
c) Did you or the NHS pay for it?

I just wanted to get a feel for what other people in other parts of the country may have gone through.
