General Question: Civil War?

I have first a general question, and a more tf_ rare pairings based question regarding G1/all other continuities.
After reading parts of All Hail Megatron and a lot of excellent fiction I keep wondering:
Is the TF war a civil war, in that both Autobot and Decepticon sides are ideologically divided factions, while they remain Cybertronians (think United States Civil War).
OR
Is it a genocidal war, in that the Autobots and Decepticons perceive each other as different races, with one side looking to exterminate the other (think WWII Germany).
G1 looked to be leaning more towards the latter since (according to the series) the Quintessons created both Autobots and Decepticons for different purposes.
However some events in AHM and adjoining series have thrown a spanner into this.
Can a Decepticon stop being a Decepticon and become an Autobot? And vice versa?
And the more tf_ rare_pairings based question:
Are Autobots/Decepticons with violet optics/visors the result of Autobot/Decepticon unions?
Has anybody ever seen an Autobot with violet optics? Is there a reason why there are very few/none?
