1. Cybertron has two politicical parties: the Primes and the Lords. Optimus (of the Prime party) and Megatron (of the Lord party) are running against each other.
2. Quote from The Dilbert Principle by Scott Adams:
“To the engineer, all matter in the universe can be placed into one of two categories: (1) things that need to be fixed, and (2)

He'd be an adult who is the regular child-minder. ^_~
That's be a risky thing to hang on to, because if certain people found that datapad...
True, which would make an interesting story - someone gets the datapad and it's basically a race to get to where Magnus is kept.
Well, they'd be happy to be back to normal, right? Or not? Either way, it'd be hard to adjust to not having that 'Big Brother is watching you' feeling...
I think it depends on how used to it they have become and how deep their attachments to Soundwave are. Actually, the best concept would be if there's a range of reactions to the situation. Maybe Ratbat is pleased to be back to his original self, the twins are only so-so about it (the IDW history of them being industrial equipment strikes me that there wouldn't be a lot of size change to them if they returned to that), and for some reason I see Ravage as the one who has the deepest attachment to Soundwave, so Ratbat might not care to return to being a tape, the twins might be ammenable, while Ravage is practically desperate to find out what's happened to Sound and get everything back to normal.
That was exactly what I was thinking of with this bunny. ^.^
Telepathy strikes again!

Prowl: *horrified* Prime, what have you done?? By having a sparkling-sitter 'Bot shipped in from Cybertron, you're practically authorizing our soldiers to...
Prime: ...Oh yeah. Oops.
Meanwhile, thousands of miles away:
Soundwave: *horrified in an unemotional kind of way* Megatron: query: awareness of potential consequences? Presence of sparkling-minder: sanction of unprofessional and inefficient behavior.
Megatron: What are you complaining about, Soundwave? You're the one who's going to benefit most from this. Your cassettes are technically mature mechs, but this new recruit doesn't know that...
Soundwave: *ponders* Staff addition: authorized.

...Oooh. It's a fight for the future of the Decepticons, among the cassettes! Without Soundwave, I can see Megatron & company getting totally hammered by the Autobots over time. I mean, he really does a lot.

What about Laserbeak and Buzzsaw?

Maybe Optimus did it deliberately - there was a bunny not long ago about the Prime Consort having to be a Cybertronian who can breed - so Optimus needs a child minder mech because Magnus is pregnant.

Maybe this is the real secret to ending to war - everyone on both sides is too distracted with sleeping around and taking care of sparklings they don't have time to fight!

Eee! Yes! So the 'Cons are running about trying to find what the Pit happened to Soundwave.
What about Laserbeak and Buzzsaw?
I'm not actually sure about those two, I don't have much of a concept of them as I do of the twins and Ravage (Ratbat is dependant on which version - Senator Ratbat or fanon Ratbat, Soundwave's youngest sparkling). So really, the two birds, you can pick and choose how they take it - I personally think one is more of Ravage's mindset while the other was a less-than-willing Cassette conversion... well take your pick which is which.

And the sparkling would be lost among all the others which 'mysteriously' appear as soon as there's someone to look after them. Clever Optimus.

The 'soap opera' ending. It'd have to be a lot of sparklings to stop the war; if it was just a few then they could just raise the sparklings to hate the enemy until a Romeo & Juliet-type situation came up.
...I now have an amusing mental image of the Autobots and Decepticons swarmed with ten times as many sparklings as grown mechs.

Yes! Or they might not even know that Soundwave ever existed, so they're bumbling along without a communications/everything-else-he-does officer.
I'm not actually sure about those two
I would guess that Laserbeak is the one who thinks more like Ravage - he/she's used more often, which might indicate greater enthusiasm for the cause in general. If a cassette who didn't like Soundwave was called upon too often, he might get rebellious.

Those are some very repressed mechs finally getting to 'let loose'.
