I would think, that with Cybertronian lifespans, elections would be pretty far apart compared to human scale. I mean I always get the idea that a vorn is the cultural equivalent of a year to Cybertronians... so once every four vorns?
And as for checks and balances, I think that would be the role of such bodies as the Council of Elders and the Senate that I have heard of (I presume they are comic canon). The thing is, as far as I understand the canon of both bodies, they are either out of touch with average Cybertronian society (the Elders) or terribly corrupt (the Senate). If I recal rightly, Sentinel Prime's authority had been whittled down to almost nothing by an ultra-corrupt Senate, the implications being that the Great War wipes them out because quite frankly, their power-grabbing is what originally causes the rise of the Decepticons, who end up slaughtering then all.
