1. Spawned by staring at the faction symbols for too long. The Autobot symbol looks like Prowl, and the Decepticon one looks like Soundwave. Both their 'advice' is almost always heeded. What-if AU bunny is born.
Prowl and Soundwave are both the true leaders of their respective factions. Optimus and Megatron are just pawns, pretty faces to lead the masses. This could also add fascinating character depth to Starscream, as well, as he could know about Soundwave, but not Megatron. Which could be the whole betrayal thing becuase he's trying to protect Soundwave and DAMMIT I DON'T WANT ANOTHER EPIC SOMEONE ADOPT THIS BEFORE I WRITE IT.
If I may fool around with this just a little - from what I have read, the Marvel comics cast the rank of "Prime" as more of a religious rank than a military one, with the Matrix being a religious artefact because it came from the Cybertronian's god. My thoughts on the plotbunny are this: Optimus Prime hold religious rank, but the true secular and military leader is Prowl. Yes, Optimus is still a figurehead, but he still has the religious rank (which probably means one of his real jobs amongst the Autobots is as their lead priest).

2. Stolen by Dashboard Confessional. I can see a LockdownXProwl fic to that song, but pretty much any pairing would work.
