Google's developing tools to let consumers check on whether their ISPs are secretly throttling bandwidth to favor certain sites. This sounds like a beautiful idea to me. I think consumers will reject biased throttling if they know it's going on. Maybe we can get Comcast, Verizon et al. to act in their customers' interest instead of selling our eyeballs to the highest bidder.
