Well, during the war, British Intelligence cut the oceanic cables from continental Europe so that the Axis would have to rely on the radio, which was more easily intercepted. This could be a similar attempt to force traffic onto already-compromised carriers. But the thing is, it's well known that the US can (and has) tapped oceanic fiber optic cables. Really, I have no idea. Cui bono is the right thing to think, but it doesn't seem helpful with what is publicly known.
