The reporter is asking specifically and repeatedly for Bush's personal definition. He's not required to match the law word-for-word.
Given all the controversy lately, is it too much to expect Bush to have at least skimmed and understood the laws in question?
Here's my off the cuff definition:
Torture: deliberately causing severe physical or mental pain in order to extract information from an uncooperative person.
Proof: The pictures from Abu Ghraib. The "torture memo" from the Presiden't Office of Legal Counsel

We are breaking our laws. Specifically the 8th amendment, which forbids "cruel and unusual punishment" including torture.
