Granted that continuous drug treatment of millions of people isn't as good as a vaccine or an immediate cure, it's a heck of a lot better than nothing. People will be better off. And if sufferers are able to afford the medicine, they'll have lower viral loads and will be less likely to pass the disease on. And they'll be more likely to be able to work, take care of their children, etc. etc.
