Not everyone is coming in before the con, so I think during the con would be best, but before the Arrival Dinner would probably work too.

It looks like before Arrival Dinner is going to win... if we make this plan this early, perhaps people will be able to arrange to get into town Thursday a wee bit earlier or something. It looks like most people will be able to go =)
