The book I have (not the same series as yours) for my year has the following:

Often. Certainly one finds it odd in a "This Is The Best Stuff Of The Year, As Chosen By Meeeeee!" anthology.
On the other hand, if, for example, Ramsey Campbell was editing an anthology, I'd be disappointed if one of his stories were not in the book.
Of course, I didn't write anything for Haunted Legends even though I had a co-editor in Ellen Datlow who could have rejected or edited a piece because it would have looked bad. It's not like people will buy that book because of my association with it.
Basically, when the editor isn't a famous writer, it looks weird. Even when the editor is a famous writer and the material is for a best-of annual, it looks weird.
