Those seats are next to each other but you can buy just one if you want. Each one is 10,000. If you're buying from ticket.co.jp, make sure you have a Japanese credit card or a proxy though.
For musicals, they use the "end stage format" pictured on the top left in section 4 of http://www.meetsport.jp/hall/. Looks like about 15-20 rows in the arena? (rough guess). Definitely less than 3000 people though since there are no standing seats.
The general sales for Tenimyu start tomorrow so you should either find someone to try to buy a gen sale ticket for you before that happens or wait and see if more ticket go on sale on the auction sites after gen sales. The auction sites will be more expensive and have more fees but you may be able to get better seats. A normal ticket costs 5800 yen

Since it's not really the holidays yet, the weekdays for the first run in Tokyo should be a little easier to get tickets for than the weekend shows. The day of ticket information is normally on the Tennimu.com site in the FAQ area though they don't have it up yet. But typically you get them at the hall entrance two hours before. If they're expecting a lot of people they'll hand you a number and you wait about 40 minutes and then they'll post the number on the board and if yours is there you go up and exchange it for a ticket.
I will say that TDC is quite a well laid out theatre and that even on the third balcony you don't feel that far away from the action. Though if this might be your only chance to see Tenimyu in person I understand why you would want to pay extra to be closer.
