Yup. Ryoga grew up under Nanjirou's influence and misspent his youth in the grip of international crime, though, so he doesn't feel much of a need to judge Niou's antics too easily... Niou'll have to really anger/hurt Ryoma or harm someone with his pranks before Ryoga's going to get mad at him.
