Are reserves exclusive in the sense that no one else can apply for the reserved character, or are they open so that people can apply for the reserved character and then all the applications are judged at once?

Sorry this reply took so long! Reserves are exclusive so that nobody else can apply for a reserved character. Ocassionally, we have had two people send in apps for the same character, but that was only after the reserve ran out (With the person holding the reserve sending their app in late). In that case, yes, we do judge between the two.
I can answer the first one with certainty, and I think I can guess what you have in mind. +1 hearts, ne? So yes, his name can be Dyme if you want.
I'd say the river is fairly clean, and as I recall, Shirley had something going on with it way back when, but I don't think it was meant to have an effect on the future (Well, current now) state of the river. We can say that it's good quality, albeit not perfect- but definately cleaner than our standard 2008 water.
I think that covers it, but I'll ping you if there's any changes on that last answer.
Must template!characters be born into the city, or can they come in and become trapped? I believe I had read this somewhere, but I cannot seem to find it.

2) What's the cleanliness status of the river? Can we expect standard 2008 pollution levels?
