According to the Vancouver Sun, Canada's new official languages commissioner is in favour of connecting federal university funding to a program which will require graduates to speak both official languages (English and French) in order to earn a degree.
Graham Fraser must never have been out to British Columbia.
Unless you are in federal politics, the need to speak French in the West is not that high. In fact, it might be more beneficial to speak Japanese, Mandarin, Cantonese, Punjabi, or Hindi.
