Duke and Scarlett are out, Flint, Roadblock (who should have been in the first movie), and Lady Jaye are in. Snake Eyes returns, since he is the Wolverine of the GI Joe franchise. Plus, GI Joe. The original..guy. Hasbro's modern personification of the original 1960's toy. The character exists in the GI Joe Universe as a person, Joe Colton, but never appeared in the 80's cartoon.
The first movie was mostly boring, with some odd character inclusions and exclusions, and fighting Destro's MARS forces instead of Cobra. This one at least actually has Cobra in it.
