From what little we can hear of the perp's voice, it sounds to mas as though he's not as alert and sharp as he could be. I'm surprised the cop let him go at all. I wonder whether the perp was an older man, he sorta sounds like he could have been. The cop may have been trying to avoid an "age discrimination" complaint. If so, I bet he regrets that decision.
Eh, all I got is conjecture. I bet that cop will be a lot less forgiving and polite the next time tho...
