Photoshop CS2 Tutorial--Can easily be translated in previous versions and
maybe PSP.

Step One
Resize and crop the screencap. Sharpen the base once. You may need to brighten the cap a bit if it's a dark one. Aurora was a brightly lit episode, so you shouldn't need to adjust the brightness in the beginning.
Step Two
From the menu, select Image-->Adjustments-->Auto Levels. Next, select
Image-->Adjustments-->Auto Color.
Results
Step Three
You need to open this texture courtesy of
gender.
Drag the texture over to your Sheppard base and place the texture layer under
the base. Sheppard base is the top most layer and texture is underneath it.

Step Four
Duplicate Shep1 base once and set the top
Shep1 copy to Overlay at 80% Opacity. Desaturate(100%) the top Shep1.
Next, set bottom Shep1 to Soft Light.

Step Five
Open this gradient and drag it on top of the Shep
base. Set the gradient to Overlay at 80% opacity. Merge visible layers.

Step Six
Duplicate the base one time and set it to Multiply at 100% opacity
and 50% fill. Merge visible layers.
You get this:

Step Seven
Select Image-->Adjustments-->Brightness/Contrast: Brightness +2 and up(depends on how dark the cap may have been)/Contrast +19
Results:
Okay, you can either leave it as is or add text. I used text:
Problem Secretary | 12 pt | 200 tracking.
(If
the colors are too glaring, use the sponge tool set at desaturate 20% and tone
down the bright spots)
Note: Instead of desaturating the top Shep layer back in Step
Four, you can desaturate the texture base between 10-25% for a similiar effect.
Don't hesitate to play with the saturation and layers settings. You'll be amazed
at how many various coloring effects you can achieve with a little experimentation.

And we're done! :)
Note: As an alternative for dragging the gradient base ontop of my cap base, I prefer to use the Layer-->New Fill Layer-->Gradient method and use the layers that I've downloaded in Photoshop. Along with having the angle option, I find it a lot easier than opening the separate gradient images. All your gradients can be loaded for easier access with the process.
