Well, it's pretty much the same thing, chemically. Both can be created by water droplets suspended in air, but steam you see is a mist generated typically from boiling water. Fog can sometimes be ice crystals suspended in air. Of course, pure steam, the gas phase of water, can't be seen.

Yes. I suppose there's always advanced technology out there that could seem like magic. But considering this place, magic or some similar is the most likely explanation.
