Can anyone help with Saints Row 3?

I can't get help with this anywhere else. Everyone keeps telling me to turn down my graphics and play in DirectX 9, and that doesn't help.

Okay, I'm on a laptop. (ETA: I have Windows 8, and I'm playing through Steam. Just realized I forgot to mention.) I have an Intel HD 4000 built-in card. When I play SR3 in DirectX 11, I experience massive slow motion. When I play in DirectX 9, I experience massive slow motion couple with lag and jerkiness.

I realize my laptop doesn't quite meet minimum specs, but this problem is relative new. I bought the game and played on medium graphics quality with only some minor lag while driving for about two months. Then I started up the game one day, and it was suddenly unplayable. I changed nothing, no mods, didn't change my graphics, didn't even change anything on the rest of the laptop that I can remember. At that point, I tried lowering my graphics and resolution, which didn't change anything in the slightest, and played in DirectX 9, which only added lag and jerkiness.

I tried tweaking my laptop a bit to increase performance and wound up just ruining everything. I fixed my laptop my doing a reinstall, and suddenly Saints Row 3 was running just fine again. For about two days, and then the slow motion started up again. The only thing I changed this time was to install the rest of my Steam games, and now I'm wondering if maybe I just have too many installed?

Anyway, if anyone has advice, I would be eternally grateful. It used to run just fine, and I can't understand why it suddenly isn't.

Also, my friend is reading Volition's tech support right now and mentioned that it might be a memory leak. I have tried changing the priority to high when I play, and that didn't help either. If there's any other ways to deal with a memory leak, I'd be willing to try them.
