Does bureaucracy really work in these situations?

I must say, this is all very bureaucratic - I mean, I get a notice of intent to break up, and then I meet her tomorrow to make it official or something? I wouldn't be surprised if we signed something, countersigned the back of it and got it witnessed, signed and stamped by a garda.

One can't help but look at this and think, "You know, there's something perversely funny about this..." - it's probably the clerical officer in me., and damned if I know why.
