I believe that a tin of tea is nearly the only present for coworkers and not-so-close relatives that
costs only $7-8 and that people are really happy to get. Don't you think so?
What kind of promotion you would like to see for Christmas holiday? What would motivate you to go and buy? A sale? A gift sets?

I recently ordered from Arbor Teas; they offer very small samples, although a bit pricier than Upton. Rishi Tea also offers 1 ounce sizes, which is a largeish size for a sample but still usable as such. And Adagio offers samples in really cute (and practical) tins that I never seem to have enough of, so that's a huge draw too.
From a business perspective, I would imagine that the samples pay off even if you lose money on them. If a company offers samples and they impress me, especially if their prices are good, they've found a new customer. I also frequently order big sample sets and then share them with other people, for review on RateTea. Also, even if I never order from the company again, if I liked their teas, other people will know about it--I'll mention it in word of mouth, on my blogs, etc. So the companies may even get an indirect benefit from the samples even if they're not making much money off them directly.
