Angelus is Angel, minus his gypsy curse soul. No soul, no conscience, lots and lots of murder.

Okay, Watcher mode activated, only the short version. When a vampire is created, the soul leaves the body. Probably because vampires are like... a demon hybrid, and also it's kind of hard to eat what you used to BE if you have a conscience. Unless someone with enough power and the right spell puts a vampire's soul back, they stay guilt-free. Angelus pissed off some gypsies, they cursed him by making him feel all that guilt again. Take the soul out, you get crazytown.
