Minority preference for hire policies

Why are Minority preference for hire policies nationalized and not based on a state by state level? I was curious to see what the offical US cencus numbers had to say about who really is the minority in dallas, texas and lo and behold guess what I found. White people are the majority but, guess who's all counted in the white people number, everyone who isn't black. In fact all the people who aren't black make up 70% of the dallas area's population. So, guess what latinos, asians, native americans, and pacific islanders, according to the US governtment, you're white.

Now this brings up another thing that I was curious about, what percent of the people in dallas county actually are just "white" with no minority status. And the answer to that is less than one third of the total population, 32.5%. Which means that I, as a white person with no minority status, can get passed over for jobs, scholarships, business loans, and other minority benefits by 67.5% of the total population. Now by themselves blacks make up 20.9%, asians make up 4.4%, pacific islanders make up .1%, native americans make up .6%, and peopel of hispanic or latino origin make up 36.4%, yet somehow hispanics and latinos are a minority and I'm not. Even though the hispanic/latino minority is LARGER IN POPULATION than the white "majority" in Texas.

I'm not cool with this.
