thank you, your comment have given me a new view of the problem (I'm not gonna lie, it feels like both of us are fumbling around in the dark right now). Unfortunately, it doesn't change things that much.
If my mom could dump her bag (at the bottom of the ocean), she would. Mom works at three different schools during the week and since she moves around, two of the principals thinks that she doesn't deserve anywhere to put her books etc. She doesn't even get a single shelf (ironically, the only school where she gets her own space is the one where she works as a substitute.)
Mom doesn't have a drivers license so she has to carry everything with her five days of the week.
Surgery isn't my first choice either, but I can't think of anyway to come around the problem. I don't have a drivers license either so I can't drive her, most of the teachers have a different schedule or only work at one school so she can't get a ride from anyone. Before the economy crash we talked about her only working 80% instead of 100% but that's out of the question right now.
I don't think that an operation is gonna solve all problems but I'm hoping that it will buy my mom enough time so that it's not too late when she retires (in three years). *shrugs* the risks are very small so I think it's worth a shot.
I'll suggest massage and acupressure, I think she'll like it once she gives it a shot :)
