I first heard of this now while reading an article about the international respiratory health effects of global warming. The city of Montreal, for instance, has recently enacted a law that states that makes it illegal to leave your engine idling for more than three minutes. I'm wondering how this will be enforced, though. Unless someone's engine has been idling for much longer than that, they won't be noticed. In a legal sense, wouldn't someone literally have to stand and watch them with a timer for anything to stand up in court? Our concept of time is otherwise so subjective (e.g. a five minute wait in line seems to last longer than it does, yet time "flies" when something you dread approaches). I wonder how effective it will actually be.
