I found this 1999 New York Times article HIGHLY interesting.  Especially these sentences:

The action ... will encourage those banks to extend home mortgages to individuals whose credit is generally not good enough to qualify for conventional loans. Fannie Mae officials say they hope to make it a nationwide program by next spring.

Fannie Mae, the nation's biggest underwriter of home mortgages, has been under increasing pressure from the Clinton Administration to expand mortgage loans among low and moderate income people... (emphasis added)

I think the Bush Administration takes more than its fair share of the blame for many of our bigger problems.  It is to their credit that the finger pointing is left to the private citizens.  I'm so relieved that Hillary Clinton lost her party's primary election.
