No, it's not happening very often. There was one (magnitude 5.5) about one year ago which was the strongest in eleven years. But actually, the city of Basel is on a hot spot for earthquakes. We're just being lucky in this era. The epicentre of the strongest earthquake ever in Europe was in Basel. It happened 18th October 1356 and had a magnitude of 10 or more. Everything in the surrounding of Basel was destroyed and there were daily aftershocks for months. That's why almost all of the churches, castles and buildings around here are built after 1356.
