Involves: selective color and color balance

1) Chose your base and crop it

2) Duplicate the base and set it to Screen 100%

3) Add a selective color layer
reds: -27; +35; -19; +37
yellows: +45; -12; -31; +7
neutrals: +24; -11; -21; 0

4) Add a color fill layer (#070034) and set it to Exclusion 100%

5) Add a selective color layer
reds: -34; +34; +24; +25
yellows: -28; +27; -22; +31
neutrals: +12; -10; -13

6) Add a color balance layer
midtones: +13; +8; +4
shadows: -11; -14; -15

And you're done!
NOTE: you may need to change some settings, it depends on your base.
